Volunteer Today for Propane Booth at 2014 World Ag Expo

Help represent the propane industry at one of the world’s largest farm shows!

The Western Propane Gas Association and the Propane Education & Research Council are co-hosting a propane industry exhibit at the 2014 World Ag Expo, which will be held February 11-13, 2014 in Tulare.

CARB Holds Workshops on Diesel Engine Regulation Changes

The California Air Resources Board is proposing changes to its diesel engine replacement and retrofit requirements, including offering extensions until July 1, 2014, for certain fleets who are working to comply.

In an advisory, ARB acknowledges that many fleets are taking actions to comply with the January 1, 2014, deadline but may not be able to complete them on time. For such fleets, ARB is providing guidance to truck owners that are compliant for 2013 and have made good faith efforts to comply with the January 1, 2014, deadline to give assurance that they will not be subject to enforcement action for non-compliance prior to July 1, 2014.

In addition, at its October meeting, the board directed staff to examine several potential changes to the regulation that could provide owners additional compliance flexibility. In developing these changes, staff will evaluate them to ensure that emission levels remain similar to what would be expected under the current regulation, and do not jeopardize a region’s ability to meet health based federal air quality standards.

Potential changes include increasing low-use vehicle thresholds, allowing owners to newly opt-in to a number of existing flexibility provisions, providing adjustments to the “NOx exempt” vehicle provisions, and granting additional time for fleets in certain areas to meet the PM filter requirements. Because the Board will not formally consider these changes until April 2014, the advisory allows truck owners to report and take advantage of applicable anticipated regulatory changes.

CARB is holding workshops to discuss the changes. Workshops were held this week in Diamond Bar, Sacramento and Redding, and will be held San Diego on December 10, and Fresno on December 12. The workshop presentation can be downloaded for review.

PERC Offers Free OSHA Hazard Communication Training

Have you completed the OSHA-required Globally Harmonized System of Classification and Labeling of Chemicals Training? PERC can help!Propane industry employees must complete training by December 1 on the revised hazard communication standard. The Occupational Safety & Health Administration revised its Hazard Communications Standard to align with the United Nations’ Globally Harmonized System (GHS) of Classification and Labeling of Chemicals.

The revised standard requires the use of Safety Data Sheets (SDS), formerly known as Material Data Safety Sheets. OSHA plans to phase in different aspects of the new standards from December 1, 2013, to June 1, 2016.

The Propane Education & Research Council updated Module 2 of its Initial OSHA/DOT First 90 Day training program with the Safety Data Sheets, along with labels, and pictograms. Download the updated module, including an answer key, PowerPoint presentation, and a certificate of training for free!

WPERC Rebate Program Update: Only Forklift and Mower Remains!

All but two of the Western Propane Education & Research Council’s consumer and industry rebate programs have ended for the year due to exhausted funds.

The safe appliance installation, propane vehicle, low-emission equipment, and regulator replacement rebate programs exhausted their funding but will restart on January 1, 2014. Customers that submit rebate applications prior to January 1 will be notified the 2013 program has ended

WPERC still has two rebate programs for consumers — a rebate on propane commercial mowers and a rebate for the purchase or retrofit of propane forklifts. These programs continue until December 31 or until funding is exhausted.

Western PERC Scholarship Program Launches for New Year

Do you or one of your employees or co-workers have a high school senior at home? Make sure that student applies for the 2014 Western PERC Scholarship Program!

The program offers scholarships of up to $3,000 to eligible high school seniors. This year, for the first time, the program is open not only to WPGA members, but also to members of the Arizona, Nevada, Rocky Mountain and Pacific propane gas associations, which all co-sponsor the Western Propane Convention and Trade Show.
